We have received by post two packets of manuscript, containing the evidence
in the case of Horomona Hapai v. Henare Potae, heard before J. H,
Campbell, Esq., R.M., relative to a dispute respecting a whale captured
on the East Coast. Our space is ao much, occupied with the proceedings
of the last Parliament, that we are reluctantly precluded from giving
the voluminous evidence in our columns. "We sincerely thank those
who hare taken so much trouble to furnish us with such abundant
matter, but as we have already given a digest of the question, and as
Native land transactions are of paramount importance, the lessor ques-
tion at the present time has to give way to the greater.

SATURDAY NOVEMBER 20, 1875.
PUBLISHED EVERY SATURDAY.
THERE has been no definite line of policy as yet announced
by the leader of the Opposition or any of his confrers.
It was expected by a section of the Press that when Sir
George Grey attended the Macandrew banquet in Dunedin,
an outcome of the intentions of the leader would have
been manifest; but as a Dunedin journal remarks "A
public banquet was not the place for going into the details
of a great constitutional change, nor is the first hour of
an agitation the time for placing a cut and dry scheme
before the people. Had Mr. Macandrew and his friends
came forward with a measure in detail they would have
exposed themselves to the charge of endeavoring to dictate
to the electors, and of having, like autocrats, settled every-
thing without asking the opinions of the constituencies.
These gentlemen have a scheme of constitutional reform
and a policy, but they wish to hear the opinions of the
people, and are prepared to bow to the decision of the
electors." To render the matter intelligible to our readers,
we must dilate at some length on the present position of
political parties. The land fund it must be borne in
mind, of the South Island, is the great bone of political
contention. The Native title is there extinguished,
and no future purchases are therefore necessary on the
part of the Government. There are five Provinces in
Waiponamau, viz., Otago, Canterbury, Marlborough,
Nelson, and Westland. The three latter have a small
quantity only of available agricultural and pastoral land
unsold, while the two former have large areas. In the
North Island, the bulk of the land is still in the hands of
the Native owners, and therefore has to be acquired by
the Government by purchase, ere it can be re-sold for
settlement—hence the inequality in the first place between
the Provinces in the Middle Island itself ; and secondly,
between the two Islands respectively. The bulk of the
land in Otago has realised 20s. per acre, both for agricul-
tural and pastoral pursuits ; that in Canterbury, with an
early exception, 40s. per acre ; while Nelson and Marl-
borough have both disposed of their heritage at a price in
round numbers say, 5s. per acre. Westland has never had
only a small portion of open land to sell. Thus the old
story is repeated—the poor would like to share the riches
of the provident. Considering this Centralist would like
to make all land fund colonial revenue, and disburse its
proceeds pro rata according to population, the Southern
Provinces Otago and Canterbury object to this spoliation
for the benefit of the smaller Provinces. The two small
Provinces of the North Island, Hawke's Bay and Taranaki,
give sympathetic support to the pauper Provinces of
Waiponamau. In Hawke's Bay, the Government, and
those who have been favored by the Native Minister
and the member for Clive, have alienated nearly the whole
of the land once held by the Ngatikahungunu ; in Tara-
naki nine elevenths of the whole Province is still private
property, belonging to its original owners. Thus Auck-
land, Wellington, Canterbury, and Otago, have to fight
the other Provinces ; and the fight would be easily won,
were there not a fusion of three cliques in the Government
following. The Centralists, the followers of the present
Ministry, and the place hunters. The Centralist believes
in one common colonial fund, whether from land or custom
dues, and a central administration from the seat of Go-
vernment ; the Ministerial following believe the measure
passed last session is final, instead of being only tentative ;
and the place hunter adheres to the dominant power for
the sake of the crumbs of patronage which may be doled
out to him. The Hon. Mr. Stafford, the leader of the
Centralists, accepts the Government measure of abolition
as coinciding with his views, which will be fully carried
out some future day he feels sanguine, and has therefore
shielded under his power the Ministry of the present, who,
with the exception of the Postmaster, may he considered
bankrupt both in reputation, and ability. The battle has
to be fought on the hustings, and the leader of the Oppo-
sition will doubtless announce to his followers their battle
cry. A section of our politicians and the colonial Press
have again taken up the cry that was prevalent in Wai-
ponamau when the last war was raging in Aotearoa, that
of insular separation—one Province for each Island, and
each Island to have the administration of its own revenue.
But there are grave difficulties attending such a course of
action. An Act of the Imperial Parliament would have
to be passed to authorise such a measure, while the allo-
cation of the colonial debt would doubtless take years.
Beside our bond-holders could object to such a policy.
Every follower of Mr. Stafford, many Provin-
cialists, and the henchmen of Mr. Vogel, would vote
against the passing of such a measure. Our readers will
thus see the difficulties the Opposition have to contend
with, and the circumstances under which the ensuing
elections will take place.

It will be seen by our correspondence column, that a
corpse was found at Cape Kidnapper on Sunday last.
It ia supposed to be the remains of a Native called Pura,
a relative of Hapuku, resident at the Wairoa for some
years. He came to Pakowhai about three weeks since to at-
tend a Native meeting, and having crossed the river, at
tempted to ford it after dark to return to the settlement, his
clothes having been found on the other side of the Ngaruroro
about a fortnight since.

On the Representation Bill the Wellington " Evening
Post" of the 11th ultimo had the following:—"Mr.
Taiaroa and the Maoris generally have good reason to be
dissatisfied with the decision of the House of Representa-
tives, on the subject of Maori representation. We do not
believe in the existence of this special representation, but
if it is to be allowed at all, it should be matie a reality and
not a sham. The request made for three more Native
members was not an unreasonable one ; and when Mr.
Taiaroa said he would even be content with a single
representative being granted to the great Waikato tribes,
his moderation and good sense should have secured a
second reading for his Bill. On their merits, we have no
hesitation in saying that the Maori Bill was a more equit-
able one than the Government Representation Bill is.
Waikato has far greater claims to an additional Maori
member than have six out of the eight districts to which
it is proposed to give an additional European member.
Probably the Maori members who are in the House will,
by steadily voting against all the proposed European ad-
ditions, seek to save themselves from being a pre-
portionably less powerful and useful than they now are.

To THE EDITOR OF THE WANANGA.
Friend,—Salutations to you. Print my letter for general
information. I have seen ideas published in the " Waka
Maori," to which the writers' names was not signed. He
said it was very foolish of the Maori people to make a
noise, any wry faces about the acts of the Government,
because in these days the European and the Maori are
one ; and that the laws for the Maori are those for the
European. O nameless friend! Truly, your words are
most beautiful, but at the same time, I must say I have
not yet seen that Europeans and Maoris are one, but I
have seen the laws by which Maoris were oppressed. For
example, you have heard what the Government has done
in a deceitful way by saying " Let the Native lands be
investigated by the Native Land Court, and when the
Court has by evidence gained the knowledge as to whom
the land belongs, a Crown grant will be issued to those so
entitled to the land." But when the claims to land were
investigated by the Court, and given to those to whom
they belonged, when the claimants asked for the Crown
Grants to be given to them ; they were often not given at
all. I know the reason for withholding these Crown
Grants, and this is the reason : if they were given to the
Maori he might sell the land to other Europeans, and get
a higher price, as that wily person knows the ignorance
of the Maori, who accepts a small price for his Iand.
Hence he is so determined to retain the Crown grants.
Secondly : The Court has the veto on the number of
Natives whose names are to be inserted in the Crown
grant, viz., ten. Truly this is an evil law? It is not
just that the Court should have the right to exercise its
power in this way, but the Maoris ought to say whose
names are, or are nut to be included in the Crown grant,
as they are the owners of the land. The functions of the
Court should only be exercised so far as to investigate the
facts—of truth or untruth—justice as to whom the land
belongs. There is also one other evil which has been
brought on the Maori. As the allowed space for the

allowed by the Court, other claimants are left, or cast out
of the Crown Grant, and who are deprived of any claim

To Karaitiana, Maori member of the Parliament,—
Salutations to you. We wish you all success in truth and
power in all your work. Friend, we wish to inform you
of all our sorrow and weeping caused by the Government
having cast us off our land, which land was by oath given
to Wiremu Tamihana and all his people. The land is
known by the name of Tauwhare, and he (the Govern-
ment) has again taken it. He (the Government), agreed that
each male should have fifty acres, which has been taken
from them, and a sum of £5 given for it ; and to each
woman has had given to her two acres and a half, and
thirty acres taken from each of them, and £3 in money given
to each for the land. But we who would not accept the
money forced on us for the land taken, have fulfiled the
former agreement with the Government, and have cul-
tivated our land, that is on the Tauwhare block. And
each of us cultivated those fifty acres which were given
to us. And he (the Government) will not now listen to
us or any one, but he is at this time surveying this land,
and has taken full possession of it. Now I ask, what
good do we get by our adhering to them (the Govern-
ment). Men will not cleave to them on account of their
evil policy. Enough from us all, from those who live at
Tauwhare.

A CORPSE FOUND.
TO THE EDITOR OF THE WANANGA.
Our women on Sunday, going along the beach at Te-
Matau-a-maui (Cape Kidnapper), to catch some fish,
and saw the dead body of a man lying on the
sand, which had been thrown on shore by the waves of
the sea. They retired to us men, and said the body of a
dead man was lying on the sand. We men went to bury
the corpse, and saw the body of the man lying on the
beach. It was the body of an old man ; his beard was
gray, and his body was all marked with tattooing, lines
of the old Maori moko. There was the letter E also
marked on his left arm.

THE DEBATE ON THE HAWKE'S BAY
"RING" LAND TRANSACTIONS.
Continued Mr. SHEEHAN'S speech.)
This letter was addressed to the Native Minister by
Mr. Hamlin, on the 20th of September, I869. Here
are charges of a most specific diameter made against
Mr. Worgan and other people in Hawke's Bay, to the
Native Minister. I may say that I have seen the
original record, and it had evidently been before the
Government Agent at Hawke's Bay, Mr. Ormond,
because it contained minutes in his own handwriting.
I will next ask the House to consider what was the
result of this operation. It was most successful. The
document was sent to Mr. Worgan. and his reply was
—not to give any answer to the charges made against
him, but—to abandon Mr. Stuart, and to offer no
further opposition to the holders of the Heretaunga I
block. And mark also the further result of the pro-
ceedings ; that up to the present time these charges
have not been inquired into, not a single word ha.
been said about them, not a line written on the subject,
and Mr. Worgan was permitted to go on with his old
games. I wish the House to understand the signific-
ance of this fact, that there were only four interpreters
in Hawke's Bay. The holders of the lease had the
kep to the position ; no outsider could go in and bid
against them ; and the Natives themselves could not
know that there were any other persons in the market
for the land. Therefore these interpreters protected
them from being opposed by any outsiders seeking to
purchase the block and prevented the Natives from
knowing that any one desired to do so. The lessees
were now subjected to so much trouble that at last it
was determined by them to purchase the whole of the
property, and to get a conveyance from the grantees.
A member of this House, Mr. Karaitiana Takamoana,
was a grantee ; and, when the land was passing
through the Native Land Court, it was he who put a
question to the Court as to whether one holder of the
property could deal with it without the sanction of the
others, and he was informed that he could not. He
had all along been opposed to the sale ; and it hap-
pened, fortunately for him, that he was of temperate
habits. He is one of the very few who have passed
through that fiery furnace of temptation to drink un-
scathed. The first attack made upon him was at
Pakowhai, by .Mr.. Tanner and the Government inter-
preter. I desire the House to bear this fact in mind :
that one person nearly always present in these trans-
actions was an officer of the General Government, and
a servant at the time of the Agent of the General Go-
vernment in Hawke's Bay. Another of the grantees,
Henare Tomoana, a Native who had rendered such.
valuable service to the colony that he held a rank in
the New Zealand Militia, and had received a sword
from Her Majesty the Queen in testimony of his
services, was asked to sell his share, but he declined to
do so. A clay was spent In negotiating with him, but
the parties had to return home without anything being
clone : and then another day was spent in the same
way, with a like result; but, on the third day, there
was a Iarge amount of pressure brought to bear upon
him, and he yielded. It has been contended, and I
believe with truth, that out of the ten grantees of this
block, these two men I have mentioned, Henare To-
moana and Karaitiana Takamoana, had been appointed
by the others as the head men in negotiating—in fact,
the men to represent the interest of the other grantees
in the negotiations with the Europeans. It was pro-
posed to give £13,500 for the whole block, consisting
of a little over 16,000 acres ; and a statement of how
the money was to be apportioned was made by Mr.
Tanner. He showed how each grantee was to receive
so much money ; and amongst others was a Native
girl, a minor, who was to receive £1,500. After the
terms of sale had been discussed, Henare Tomoana
said, " I will agree to sell if Karaitiana will agree."
At the time Karaitiana was walking" up and down
outside the house in which the negotiations were being
carried on in a very gloomy and discontented manner,
and was very unwilling to consent to the sale. But I
will tell the House how the transaction was completed.
These two men would not sell the land for ,£13,500—
and it inures to the discredit not so much of the
Natives concerned as of the Europeans who could do
such a thing, that they bribed these two Natives to
sell the land for the insufficient sum of £13,500, giving
them 23,500, which they put into their own pockets
without the consent of the other grantees. I am not
using the word "bribed'' unadvisedly, for I have the
authority of the honorable member for Clive for it, as
he said, before the Commission of Inquiry in Hawke's
Bay, that in order to secure the consent of these
Natives they had to make up their minds to give them
bribes. My honorable friend is present, and he will
have an opportunity presently of setting me right if I
am wrong in what I say. I say that in reply to a
question put to him by the Commission he admitted
that the money given to these people was neither more
nor less than a bribe. That being the case, and these
two persons having been prevailed upon in that way
to consent to the sale of the block, an agreement was
drawn up and signed by them on the part of themselves
and the other grantees, and Mr. Tanner and the inter-
preter came away rejoicing in their success. Karai-
tiana had been driven to concur in these transactions,
to his brother Henare Tomoana had incurred
debts to the extent of £3,000 or £4,000, and it was
urged upon Karaitiana that unless he would consent
with the others to the sale, his brother would be taken
up as a prisoner for debt, and he put into gaol. I
may tell the House that a great part of his debt was
incurred in equipping a body of men to lead out against
Te Kooti and other Hauhaus, and to fight for the
Europeans against those people. But I shall not make
