The following telegram, dated Taupu, March 12, ap-
peared in the H. B. Herald of the 13th instant:—"The
hon. the Native Minister has announced his intention to
meet the Queen and King natives here, with Rewi Mani-
apoto, on the 20th instant. Rewi and Major Mair come
together from Waikato, and Dr. Pollen will travel via
Tauranga from Auckland. Amongst the important sub-
jects to be brought forward before the Native Minister
will be the opening of the trunk line of road through to
Cambridge, so long successfully opposed by the King
party. Rewi, it is said, still bitterly opposes the opening
of this last link in the communication north and south.''

NATIVE LANDS COURT.
TAUPO, March 11.
After an interval of nearly four years the Native Lands
Court is again to be opened in this district. The Natives
generally are greatly pleased at this action of the Govern-
ment, and hope soon to receive their rentals accruing
during the past three or four years, and to have Euro-
peans settled on the country leased to the Government in
1873.

NATIVES OF THE NEW HEBRIDES.
The Rev. Mr. Watt delivered an interesting address on
the mission to to the New Hebrides in the
Presbyterian Church. Marton. on the 14th ul-
time. The first great difficulty which mis-
sionaries had to contend with, he said, was the climate.
Another was the diversity of the languages spoken there,
every island, and almost every tribe having a different

language, some of them being as distinct from each
other as French is from English. The natives too, were
very superstitious, and though they have no graven
images their belief in certain stones was so great that
they often have resort to them for changes iu the wea-
ther and any other thing which they stand in need of.
They believed these sacred stones would influence every-
thing on earth and in heaven, and when they pray for a
change of wind or any such thing and their prayers were
not complied with, they attributed cause to some
other person being engaged in praying for wind in an
opposite direction, and would continue their prayers until
the end was attained. Books were regarded by them as
the cause of sickness, and for this reason many of them
who accepted books were compelled to return them
to the Mission Station from which they had been
obtained. As a general rule they were fond of
their children, and infanticide was never known.
except in cases where the child was the result of
immoral practice?. The strangulation of widows
on the death of their husbands was also a custom among
them, but the missionaries had done a great deal to do
away with this, and were instrumental in saying many
lives. They were divided into many tribes, who were at
continual variance with each other, and though their
quarrelling did not always result in open war, it often
occurred that a man belonging to one tribe would
lie in ambush for one of another tribe until he
found an opportunity of killing him, and thus a
great many lives were lost, which kept them in
continual terror of each other. But the Missionaries
had done a great deal towards bringing those people into
the fold of Christ. The first missionaries who had gone
into New Hebrides after six or seven years, were forced
to leave through the hostility of the natives and it was
not until 1848 that another effort was made with greater
success. Amongt the foremost was the Rev. Mr. Inglis,
who as they all knew had been for some time in the
Manawatu district, and soon the natives commenced to
embrace the faith, some because it was fashionable,

and state distinctly what his opinion was on the matter.
His opinion was. that the interpretations were not, and
never had been satisfactory.
The Hon. Captain Fraser said the Council would per-
haps allow him to make a few remarks on the

been apparent to him for many months past that the In-
terpreter was not a fit and proper person to translate the
speeches of the Maori members. He did not know
whether that understood Maori, but he was con-
vinced that he did not understand English. The meagre
and bald language in which the Maori speeches and evi-
dence were translated had made it evident to him for a
long time that that officer was not competent to be inter-
preter to the Council.

and, at the same time, in the interests of the Europeans.
He did not hesitate to say that there was no Native pro-
party that had been so well administered, and so beneficial
to the Natiives, as this property at Greymouth. Never-
thelest, he quite recognised that this Bill was a very
beneficial measure, as tending to inake those reserves
popular in the eyes of the Europeans, and, at the same
time, productive of larger rentals to the Natives.
He had watched the course of these Native reserves
in the colony very much, and he quite admitted
that the Natives had just cause to view with great
jealousy any legislation that took place with regard to
them. He believed that, in this particular instance, the
Natives had no reason to fear the Bill ; but the session
was so far advanced that it could not have that consider-
ation that would commend it generally to the Natives,
and the House would make a great mistake, under those
circumstances, in going on with it. He would like, fur-
ther, to see certain disabilities removed from dealing with
these reserves, which at present pressed hardly upon the
Europeans in Greymouth, and which rendered the pro-
perty less profitable than it might be to the Native Trust.
He thought that, during the recess, with the consent of
the Natives,—and, under the provisions of the Act, he
might say that those reserves could not be dealt with
without the consent of the Natives:—the Native Commis-
sioner might make with the Government such provisions
with regard to the future as would meet the views of the
Natives and also of the Europeans, and they might then
come down to the House for confirmation. He quite
agreed with the Maori member for the Middle Island that
there should be no dealing with those reserves without
the consent of the Natives themselves, and he hoped they
would stick to that. He would give one word of warning
that he had given before in the House to the Natives—
namely, to mistrust anything like the common phrase that
was used with regard to the Natives, " Why should you
not deal with those reserves just as you like yourselves ?"
That was very often the phrase used by Europeans who
wished to get, through the medium of the cry of " One
law for the Natives, and for the Europeans," control over
those reserves, which would ultimately end in the Natives
losing their beneficial interest in them. He warned them
to beware of that. At the same he felt that, in the
interests of the Natives generally, it was very desirable
that considerable powers, properly limited, should be
given to utilize those trusts to the utmost. There were
two classes of reserves, one of which he thought should
not be dealt with otherwise than the Natives wished
themselves ; but these town reserves, if honestly dealt
with by the Government, with a certain check with regard
to the consent of the Natives as to dealing with them,
would be much better managed by European trusts than
by Native trusts. The Natives might depend upon it that
if in a large European community, where they were in
such a small minority, they determined and insisted upon
dealing with the lands in a way that would injure the
European population, it would ultimately end in damage
to their own interests. Under all the circumstances, he
thought it would be a mistake to go on with this Bill.
If the Bill was gone on with, he trusted that the Bill,
which had been carefully prepared, and he believed was a
good one, would be stuck to as it stood.
Mr. Kennedy regretted exceedingly that this Bill had
not been before the House at an earlier period. That it
was not, was owing, he believed, to the illness of the
Native Minister and of the Hon. Dr. Pollen. Early in the
session he asked that a Bill of this nature should be intro-
duced, so as to deal with those reserves in Westland, and
a promise was then given that some action of this nature
would be taken. The Bill that was now before the House
was certainly, as far as he could see, more in the interests
of the Native race than of the European settlers. He
would call particular attention to the circumstances under
which the Greymouth Reserve had been settled upon.
The leases in this instance had not been taken from the
Native's. This property had been altogether managed by
the Crown, and consequently the tenants, in accepting
leases from the Crown, were not so particular with regard
to the conditions as they would be if dealing with the
Native race themselves. The term of those leases was
twenty-one years, and a promise was given that no diffi-
culty would be thrown in the way of renewing those
leases. There was an absolute promise to the Europeans
that those leases would be renewed from time to time,
subject to an equitable adjustment of rent. This feature
would appear from the following statement put forth by
Mr. Alexander Mackay, the agent for this reserve :—
" In justice to the original tenants on other Native
reserves ia Westland, as pioneers of settlement, or to the
persons who have since purchased their interests, a
renewal of the leases should be granted them at a rate of
rental consistent with fairnes, irrespective of improve-
ments. The property being indebted for its improvement
entirely to their capital, it follows, therefore, that the
law by which the ownership of improvements follows the
ownership of land would, in this instance, be in the
highest degree unjust and inapplicable.
•• In the case of these reserves, the tenants have im-
proved the property on the full reliance of getting an
extension of lease at the expiration of the subsisting term,
the understanding being that,as the intention is to encourage
the occupation of these lands in perpetuity with a view to
secure a fair pecuniary return for the benefit of the per-
sons beneficially concerned, there would be no difficulty
in obtaining a renewal ; yet on a change of management,
without a definite arrangement is made with them to that
effect, the land in all probability would be re-assessed,
when the best properties would have the rents raised, the
land in fact being worth more in consequence of the
tenants' improvements.
" It will be easily understood, therefore, that the Act of
1873 caused considerable uneasiness to the tenants at
Greymouth as to how the Board of Management would
deal with the question of extended leases, as it was well
known that the natives to be elected for the position must
be chosen from the persons who had openly stated their
intention to take possession of the property at the termi-
nation of the existing leases.
" It was looked on by the tenants as a grave injustice,
and to a certain extent as a breach of faith with them,
after having been led to suppose from the first that the
estate would always he administered by the Government,
that the Act permitted the handing over of large and im-
portant interests to the mercy of two or three inexpe-
rienced Natives, who had no knowledge of the laws of
property, and who were unable to appreciate equity."
There were upwards of a thousand properties erected
upon this Native reserve, and the value of the improve-
ments exceeded £200,000. He noticed that Mr. Mackay
said the value of the properties was £40,000 ; but that
was only the annual value. The number of Natives bene-
ficially interested in the reserve did not, he believe, ex-
ceed thirty-five. In any measure introduced for the
i purpose of dealing with this reserve. he hoped that the
European interests would not be overlooked. If they
asked that power should bo given to extend the leases for
a term of sixty years, they would only be asking that
: which prevailed in almost every other town in the colony.
I If, at the commencement of settlement at Greymouth,
these reserves were in the hands of the Natives them-
selves, he was quite satisfied the Europeans would have
made terms much better than they could now make by
any legislation brought before the House, He would put
it to honorable members if in the cities of Auckland
Christchurch, and Dunedin, the whole settlement was

from the Crown on the understanding that those leases
would be renewed from time to time, they would consider
it fair or equitable that the right of renewing those leases
should be transferred to the Natives, more particularly
when the Natives themselves had shewn a disposition to
get possession of this reserve, with the vowed intention
of having the fullest valuation for the improvements* at
the end of the term. This had been shewn by a petition
to the House and to the other Chamber. These petitions
went before Committees, and reports had been laid before
the House, from which it would be seen that the Natives
had no reason to complain whatever. With regard to the
Act of 1873, which had not been called into operation, he
might say that the principal reason why it was not
brought into operation was that the European proprietors
in Greymouth saw that if it was brought into operation
their interests would be materially prejudiced, and they
petitioned that the Act should be allowed to remain in
abeyance. The principal reason for that was that it was
perfectly evident that, if the tenants had to rely upon a
Native Board for the renewal of their leases, their posi-
tion would be materially altered. He made these remarks
in the hope that they might have some influence upon
any Bill dealing with the question which might be intro-
duced next session, because he saw it was too late now to
press this Bill upon the attention of the House.
Mr. Whitaker said he agreed with a great deal that had
been said by the honorable member for Avon. He did
not intend to press the Bill, in deference to the opinion
expressed by Mr. Speaker, and also having regard to the
opinion of the Native member for the Middle Island that
it was desirable to let the Bill stand over. Another
reason, he thought, was that this Bill was amending
another Act, which had not been brought into operation.
Instead of amending the latter Act in that way, he
thought it desirable to introduce the whole of the provi-
sions in one Bill. He would undertake, on the part of the
Government, that a Bill would be brought in next session
in which due care would be taken to see that the interests
of the Natives were protected, and also that the interests
of the Europeans should be considered. He would move,
that the Order of the day be discharged.

THE NATIVE MEETING AT OMAHU.

OMAHU, March 8. 1877.
THE meeting was opened at 8 p.m., to consider and vote
for a chairman to preside over the meeting. A great
assembly of chiefs from all parts of the land were present.
Manaena Tini proposed, and Karaitiana Takamoana
seconded the motion, that Henare Matua be chairman of
the meeting. Petera Rangihiroa proposed, and Temuera
seconded the motion, that Henare Tomoana be chairman
of the meeting. A vote was taken, and as there were
more votes for Henare Tomoana he was elected. A vote
was then taken to appoint a clerk to the meeting. Mr.
W. H. Grace was electced. The meeting was then closed.
and a motion proposed that the meeting again assemble
on the morrow, at twelve noon. |

The meeting was opened at 12 noon. There were also
two hundred men besides women. These are the names
of the chiefs who spoke : —Renata Kawepo. Karaitiana
Takamoana. Henare Tomoana, Henare Matua. Manaena

(c). We say that the manner of purchasing land in
accordance with the existing regulations is evil, and
the cause of much confusion, and that land purchas-
ing operations under such regulations should cense ;
that land should not be purchased in unalienated dis-
tricts ; that if a tribe, or a hapu, or the chiefs, con-
sent that any land shall be surveyed and adjudicated
on by the Lands Court, then only shall it be right to
have it surveyed and taken into the Lands Court :
that if the majority agree to sell any land, then only
will it be right to sell it : that in any district where
consent has not been given for the sale of any land
no money shall be advanced to the owners of such
land ; that officers of the Government shall not enter
Native districts uncalled or uninvited to pester Na-
tives to alienate their lands, or to have them sur-
veyed and submitted to the adjudication of the Lands
Court, but that the Natives shall be allowed to use
their own discretion as to whether they will have
their lands surveyed and passed through the Court or
not.
8. Let Maoris be authorised by Iaw to sit on juries in
European courts when matters affecting Maoris are being
tried.
9. Let the chiefs and intelligent men of all the tribes
of the island be allowed to prepare a list of names of
fitting persons to exercise the right of voting, so that
their names may be placed on the electoral rolls.
10. Let all the Maori tribes of the island refrain from
voting for members to serve in the County Councils, lest
such voting be taken as a reason for taxing the lands of
the Maoris for the purposes of the Council.
11. Let the Government be move energetic in estab-
lishing schools in every part of the island, that the
children may learn the language of the Pakehas; by this
means they will be in a position of equality with the
Pakehas, and will acquire a knowledge of the pursuits
and occupations which have raised the Pakehas to their
present position.
12. The meeting exhorts all the chiefs and people of
the island to abandon the old customs and habits, and to
return to the true Faith, and the teachings of the Scrip-
tures.
13. The meeting is glad to learn that the disputes rela-
tive to Kakirawa and the Awa-o-te-Atua has been settled
by the payment of a large sum of money and the return
of a portion of the land. The Europeans of these islands
will see that the complaints of the Maoris of Hawke's
Bay against Mr. Sutton and other Europeans were not
false. If their proceedings had not been bad this pay-
ment of a large sum of money on account of Kakirawa
and the Awa-o-te-Atua would not have been made.
14. The Natives disapproves exceedingly of the return
of Mr. Sutton by the Pakehas of Napier as a member to
fill the seat of the late Sir Donald McLean. The Maoris
of Hawke's Bay can place no reliance on the services of a
man who has worked them so great evil, and the meeting
desires that the words of Mr. Sutton in Parliament may
not be listened to, and further that the members from all
parts may make enquiry into the reasons why such a man
as Mr. Sutton has been returned to fill the seat of the late
Sir Donald McLean.
15. The meeting approves of the action of the people
of Ngatahira in withholding that place from Mr. Sutton ;
and the meeting desires that the Government and the
Parliament will not support Mr. Sutton in this great wrong
inflicted on the Maori people in the sacred name of the
law.
16. The meeting offers its tribute of praise to Sir
George Grey for his energetic action on behalf of the
Maori people, and also to those members who supported
him in watching and carrying out Native matters in the
Parliament.
17. Let the Maori people withhold their censure or
approval of this new Government until they see whether
their measures be good or bad, that it may not be said the
Maoris are blindly supporting or condemning the Govern-
ment without reason.
18. Let this meeting appoint a committee of chiefs to
watch over matters which affect the Maori race, and also
to determine where the meeting shall be held next year.
19. It is proper and highly desirable, in our opinion,
that the tribes of New Zealand should be united as one
people, and that we should assemble ourselves, and see
whether, and discuss our grievances together ; also that
we should select proper subjects to be sent to the great
Parliament of this colony for its consideration.
20. Let all the chiefs of the tribes unite to put down
the practice of drinking spirituous liquors, and let the
Parliament pass an Act making it a criminal offence to
carry intoxicating liquors to Native settlements.
Before the meeting proceeded to consider the resolu-
tions laid before it, Noa Te Hianga offered up a prayer to
Almighty God, asking the guidance and instruction
from God to be given to the meeting, so that the meeting
would be enabled to consider the subjects laid before it in
a calm and clear light.
The Chairman read the subjects which wore considered
by the meeting which took place at Pakowhai during last
year, which are as follow :
Subject 1. That we openly and steadfastly declare our
obedience to the Queen of England as our Queen, and
that we truthfully publish our determination to fulfil,
and submit to, and at all times to obey her laws.
Subject 2. We think that the act of making the tribes of
these Islands one, will be a just and good act. And
that we assemble, and see each other, and that we dis-
cuss subjects relative to those matters of which we
complain, and that we select and put into respectful
language our wishes, to be laid before the Parliament
of New Zealand, for their favourable consideration.
Subject 3. We say that it is desirable that a meeting of
Chiefs should take place each year, to consider all sub-
jects or matters in which the Maori race is concerned,
and to consider the evils under which we now labor,
and to put into respectful language all subjects which
our members may lay before the Parliament of New
Zealand. The assembly of chiefs each year, shall de-
termine where the meeting shall be held each year
following.
Subject 4. We will select those men who may be willing
to act as a Committee to carry out all those matters
implied in subjects Nos. 2 and 3 above.
Subject 5. We propose to repeal the existing law respect-
ing Maori members of the New Zealand Parliament,
viz., the law which allows few members into Parlia-
ment, for five years only. Let a new law be passed,
one that shall be permanent, giving the Maori people
the same number of members in accordance with the
number of the population, as that given to the Euro-
peans in proportion to the European population. And
that the present boundaries of the district in which the
Maori people vote, shall be done away with, and that
the boundaries of the district dividing the people of
the Generic tribes be given instead of the boundaries of
the now electoral districts.
Subject 6. We are of the opinion that the manner of pur-
chasing land in accordance with the regulation now in
force, is evil, and the cause of much confusion, and
that all land purchasing under such regulations
should cease. That land should not be bought in
unalienated districts. That not till a majority of the
Maori people have consented, shall land be surveyed
or put into the Native Lands Court. And not till a
majority shall have given their consent shall land be

surveyed, put into the Native Lands Court, or sold.
And in all districts where the consent gas not been
given to the land being sold, in no case shall money be
paid in advance for land in such district to those Natives
who claim the land in such district. That Government
officers shall not, without authority, or invitation from
the majority of the Natives, go into Native districts,
and annoy by requesting the Natives to put their lands
through the Native Lands Court, and to sell them. Let
the Natives use their own discretion as to the survey, or
passing them through the Native Lands Court.
Subject 7. We think the law which enables the Govern-
ment to withhold those Native lands (being private
property of the Maori people) from purchase by private
Europeans, must be repealed.
Subject 8. We think that the laws by which the Native
Lands Court was instituted, and by which it now
exercises ita power, must be repealed, and that the
Parliament of New Zealand enact a new law. one which
18 not marred by ambiguity or contradictions, and by
which the Maori lauds can be fully investigated, and
correctly settled. And that such new law shall em-
power the Adjudicators of the Native Lands Court to
hold the same power as the Magistrates of the other
Courts. And that the Government shall not have any
control over such Adjudicators of the Native Lands
Court.
Subject 9. We assert that the present Government, which
was put into power in the year 1869, is a bad Govern-
ment, it does not do anything correctly. It has not
done any good work for the Maori people. Let the
Parliament put this Government out of power.
Subject 10. That we forward a respectful petition to our
Queen, asking her to send a true-speaking man, one
who acts with justice, who shall investigate; the cause ;
of our wrongs, and to take our evidence, and forward ;
it to our Queen.
Subject 11. We say that the election of the Maori member
for the East Coast Electoral District be not set aside,
or acted on as illegal. But let the Government officers
alone be condemned for this act, and put out of their
offices.
Karauria said,I agree to all the propositions considered
by the meeting of last year, which were forwarded to the
Parliament. I also say, let there be an equal number of
Maori members with those of the European members in
Parliament. That there also be two distinct lines of
action to be taken by the Native Lands Court, viz., that
disputed lands be taken before the Court, but unsold lands
be left alone.
Henare Matua said, my thoughts consent to the sub-
jects discussed at the Pakowhai meeting last year, and I
also propose that those subjects be forwarded again to the
Parliament for its consideration, because the Parliament
have not informed the Native tribes what action the Par-
liament have taken in regard to them. When we have been
informed (of the action the Parliament) has taken was
can then propose and consider new subjects.
Renata Kawepo said, I propose that the subjects

Wiremu te Ota said : Let the eleven subjects discussed
by the meeting at Pakowhai be sent back to the Parlia-
ment. The answers to these subjects are not clear.
There is not any good seen as yet. Hence I say send
them back To the Parliament, and do not let any new pro-
positions be discussed by us, but let us keep to those, and
let us see what action will be taken to mislead us. When
they (the propositions) have been fully answered, then
let us cease to act in respect to them.
Tuwhawhakia te Rangi said : I say let the propositions
which were discussed by the meeting at Pakowhai be re-
turned to the Parliament. I am pleased with these propo-
sitions, as they are our own. I say, let us see how the
Government will act in regard to them. Those proposi-
tions emenated from us only, and they are our very acts.
Let them be sent to the Parliament.

thought of any other propositions. Let them be sent to
the Parliament in this year, 1877.
Pirimona Te Urukahika said : Be strong, very strong,
to send these propositions to the Parliament, and when
clear answers are received for them then let us discuss
other new propositions. I say, send the eleven subjects
back to the Parliament. If the Parliament had considered
some of those subjects sent to them from the meeting at
Pakowhai, and had answered them, we should have sent
those hack which they had not answered. I propose that
we send those subjects back to the Parliament. The
answer of the Government to those subjects is like the
vine that twists itself around a tree, or like an eel when
caught is put in a bundle with a string through its gills :
it then writhes about, and evil is the end. Hence, I say,
let those eleven proposals be sent to the Parliament.

TAURANGA NATIVE LAND.
about the reserves, as they had never previously been
brought under his notice. It was possible they might
have been given to the Natives for the purpose of being
sold : but if, after inquiry, it should be found injurious to
Natives to sell these reserves, he would take care that
they were not sold. He would give the honorable gentle-
man a general promise to that effect, and would at the
same time say that he felt very much obliged to him for
bringing the matter under his notice.
ROERA HUKIKI.
Mr. NAHE asked the Government, If they will give
effect to the report of the Native affairs Committee on the
petition of Roera Hukiki and others? The petitioners
stated that they had applied for a rehearing of the case
with regard to a block called Ngaroha. The Committee
considered the matter, and thought then was perhaps
some mistake about it, ami therefore recommended that
tile Government should make inquiry.
Mr. WHITAKER might state, on the part of the Govern-
ment, that inquiry would be made at once.
REPORT ON PETITION of ROERA HUKIKI and 2 Others.
The petitioners allege that on the 21st of March, 1874.
a judgment was delivered by the Native Land Court at
Otaki, with which they were dissatisfied, and that they
made an application for a rehearing within the period
prescribed by law : but that, owing to some error in the
official records or misconception on the part of officials of
the Government, a rehearing has not been ordered. The
petitioners state that they have been and are law-abiding
subjects, that they earnestly desire a rehearing of their
case, that they are willing to bear all the necessary ex-
penses of such rehearing, and that, after an opportunity
has been afforded them of proving their case, they will
accept and abide by the decision of the Court.
I am directed to report as follows :—That the main
question raised by the petitioners is, whether or not ap-
plication for a rehearing of their claim to the block of
land mentioned in the petition was duly made within the
time limited by law.
The petitioners have not had an opportunity of giving
evidence as to the making of their application in proper
time as alleged by them, while at the same time the evi-
dence taken by the Committee does net clearly make out
that no such application was made.
The Committee would recommend that the Government
should cause inquiry to be made into this point during
the recess, when, if it be ascertained that such application
was duly made, it will be in the power of the Government
to comply with the request for a rehearing if they deem
it desirable to do so.
