IN our present issue we give in Maori a digest of the
speech of the Honorable the Native Minister, of the
many subjects so ably handled by the Hon. Mr.
Sheehan, we deem the intention indicated in the
Government policy in regard to the Maori schools, as
one of paramount importance.
When we consider the position which the Maori is
to take in the social and political affairs of New Zea-
land ; if we look at the amount of responsibility
which will rest on the rising generation of the Maori
youths, who shall succeed the present race of chiefs
and leaders of tribes : when by process of law they
shall become proprietors of considerable landed
estates ; we are lead to look on the future of the Maori
as blooming with joy, or darkened with sorrow, in the
same ratio, and of the same inevitable certainty, as
the amount of industry displayed, or the indifference
shown by those Maori children who shall take advan-
tage of the blessings of education, or neglect the prof-
fered good which schools alone can give.
Knowledge is power, and the reverse is equally
certain, that ignorance is imbecility. If the Maori
parents; do not send their children to the schools pro-
vided for them by the Government, not only do the
parents rob their children, of the right to guide them-
selves, and help in all those institutions provided to
check crime, or to aid the oppressed, and dispense jus-
tice : but they allow a curse which, ignorance engen-
ders in the mind, to rest on the children: by depriving
them of that knowledge which, is required to teach
man to become a good, citizen, and to be an obedient
observer of, and an upholder of the law.
We have received a copy of the annual report of
the Secretary of Native Schools, which is laid before
the Parliament each Session, in which we could not
but remark some observation made by the officers who
inspect schools, deprecating the thoughtless acts of
some Maori parents who send their children to school
for a short time ; others, again, send them, at intervals.
Such children are very slightly taught, thus throwing
the onus of such acts of robbing the children of their
right to education, on the Maori parents.
If the Maori is to learn, he must give all the time of
his youth to study. If he is to take a seat with, those
who are called on by the people to enact laws for the
good of these islands : the Maori parents must not
only send their children to the schools provided for
them, but they must compel the children to remain at
school, and also as far as the parents can, aid in pro-
viding funds to keep such schools in efficient working
order.

QUOTATION FROM SPEECH IN THE LEGIS-
LATIVE COUNCIL BY
THE HON. ROBERT HART, M.L.C.,
ON THE HAWKE'S BAY LAND PURCHASES.
I will call the attention of the Council to the report of
a case published in a supplement to the WANANGA. This
case was tried in Hawke's Bay some years ago, and was
that of Paoro Torotoro and Rewi v. Sutton. If honorable
members will peruse the report, they will find in the evi-
dence a very fair statement of the mode in which Native
owners, of land have been induced to part with their land
for the purpose of obtaining the means of indulgence in
silly extravagance and sensuality. They will find in that
report how, owing to the want of some check on claims
in the Native Land Court, land not intended to be in-
cluded in a claim has come to be included in that claim,
and how land which clearly, on the evidence, should not
have been included in the original transaction, has been
found, by a jury of the Supreme Court, to have been in-
cluded in the transaction. The perusal of that report
greatly shocked nae, and made me distrust the opinions I
had previously formed. I have submitted it to the opinion
of another honorable member of this Council, and he
agrees with me that in that case there has been a grievous
miscarriage of justice, and that it becomes the duty of
the Government of this country, if called upon to enforce
the judgment of the Supreme Court in that instance, to
purchase the rights of the Natives in the possession of
that land. I will, with the permission of the Council,
place this report upon the table, so that honorable mem-
bers may read it for themselves. It bears intrinsic evi-
dence of its truthfulness from the very style and manner
of the speeches reported in it. I am satisfied it is a clear
and true report of the case, and I am as satisfied that, in
that case, there has been a grievous miscarriage of justice.
The origin of that injustice was that, when the Natives
applied to the Native Land Court to have certain lands
passed through it and made the subject of a Crown grant
to them, land which they did not want to be included in
that grant, and which was not necessary for the transac-
tion, was included in it. They, beliving that they were
only dealing with the land that was actually desired to
be included in the grant, executed deeds which in-
cluded land which was not intended to be included
in the grant. The test of their ignorance on the sub-
ject I take to be this : that the defendant in that suit,
who was interested in the question, admitted that he did
not know himself that land outside of the land original
intended was included in that grant and in the mortgage
until some days after the mortgage was executed ; and I
do not believe that, any interpreter employed by that party
could have explained to the Natives that the mortgage
included land which the mortgagee did not know was
included in it. The origin, I say, of that evil was the
want of some check upon the application of those persons
who applied to get land included in the grant.

TE AUTE COLLEGE TRUST.
THE following is the continuation of the report of, and
evidence taken by, the Public Petitions Committee of the
Legislative Council on the petition of Te Hapuku and 203
other aboriginal Natives, published by us in our issue of
the 17th instant :—
TUESDAY, 11TH SEPTEMBER, 1877.
The Right Rev. OCTAVIUS HADFIELD, Bishop of Welling-
ton, in attendance and examined.
101. The Chairman.] You are one of the trustees of the
Te Aute Estate ?—I am.
102. Can you furnish the Committee with any informa-
tion in respect to the value of the property—the annual
letting value of the property—known as the Te Aute
estate ?—The paper I intended to submit to you has
already been furnished to Dr. Pollen, and I observe he
used it in a debate iu the Council, and that it has been
printed in Hansard in its last number. It was a letter ad-
dressed to me by the Hon. Mr. Stokes before he left for
England. I will read it to the Committee. (Letter dated
2Gth May, 1877).
" Wellington, 27th May, 1877.
" MY DEAR LORD,—
" In reference to my previous letter to your Lordship
with regard to the Te Aute Estate, I have the honor to
report that, with a view to obtain such information as
would enable the other trustees to arrive at a just conclu-
sion as to the terms to be granted on a renewel of the
lease, I requested Colonel Herrick and Mr. Sydney
Johnston to favor me with their opinion as to
what they considered would be a fair and
reasonable rental. I have also obtained a report
from Messrs. J. N. Williams. M'Hardy, and Birch. With
reference to these gentleman, I may observe that they are
all experienced runholders. are among the oldest residents
in Hawke's Bay, are practical men thoroughly well ac-
quainted with station affairs, and that their opinions in
these matters are entitled to the highest respect. I enclose
their reports. As a trustee I offer my own opinion, and I
do this with the more confidence, having for the last
twenty years, in conjunction with my brother, owned the
adjoining property, on which I have constantly resided for
the last ten years, and therefore am well acquainted with
the Te Aute estate. My judgment would lead me to
coincide more with the conclusions of Messrs.
Williams, M'Hardy, and Birch, than these of
Colonel Herrick and Mr. S. Johnston, whose esti-
mate I think rather high. I should recommend as a fair
and reasonable rent, if the estate is let on an improving
lease, that the rent for the first seven years should be
£1,000 a year ; that the tenant should covenant to expend
within the first two years of the term, a sum of £1,500 in
fencing, grass sowing, and other improvements ; to keep
and deliver up the buildings and fences in good repair ; to
pay all rents and taxes, and insure all buildings, including
the house in which Mr. Williams resides, at three-fourths
their value. I especially refer to the residence as distinct
from the estate ; as, if the latter were let to another
tenant, the former would be occupied by the Director or
Superintendent of the Te Aute College. At the end of the
first term I would offer a renewal of the lease for seven
years at £1.800 a year. It will be unnecessary for me to
enlarge on the way in which the estate has hitherto been
managed by Mr. Williams, as the trustees know how at
great personal responsibility, he has brought it from a
state of nature to its present improved state : and if it
were let on an improving lease. such as has been sug-
gested, I feel confident the best interests of the trust will
be consulted.
" I would wish to say a few words in conclusion as to
the present state of the school, which I visited without any
previous intimation of my coming, and therefore saw it in
; its ordinary working condition. There are 35 boys ou the
books of the school, 33 of whom whom were present on
my visit, including two white boys, orphan? of European
I parents. Their ages vary from 12 to 13. They were ex-
amined in reading, English grammar, and arithmetic, and
showed an intelligent knowledge of what they had learned.
Their copy books were neat and clean, and the writing
very good. The school is at present held in one of the
dormitories, but a schoolroom is now being erected at a
cost of £300, and it is intended to admit as day scholars
the children of persons residing in the neighborhood,
which will further assist in educating the Native boys in
the habits of civilised life. I am informed that the effect

of the school on the Native mind has been to create a
strong desire to share in its benefits, and that there are
more applications for admission than the school can "ac-
commodate.
"In connection with the college, a Native girls' school
has been established at Napier by the Bishop of Waiapu,
which is under the superintendence of his daughter. The
cost of the building has been defrayed by funds supplied
by friends of the Bishop of Waiapu and other well-wishers
of the missionary cause, and I am satisfied that these insti-
tutions are working, and will work, great good in the
improvement of the Native race, and that the objects for
which the trust has been established have been worthily
carried out.—I have, &c., " ROBERT STOKES.

In that letter allusion is made to a girls' school at Napier.
I may state, for the information of the Committee, that
only boys are taken in at the school at Te Aute : but this
school at Napier has been established so as to provide for
the education of girls. Then allusion is made to two docu-
ments, which I will read. I may state that the trustees
had nothing to do with the valuation that has been made.
The Hon. Mr. Stokes, as he was about to go to England,
thought he should like to have an estimate of the value of
the property, and he obtained these of his own accord, and
they were forwarded to the other trustees. This letter
dated May 8, 1877, and signed by Colonel Herrick and Mr.
Johnston, gives their opinion of the value of the estate ;
and this letter, signed by Messrs. Birch, Williams, and
M'Hardy. gives their opinions, and assigns their reasons
for these opinions :
" 8th May, 1877.
" DEAR SIR..—Acting in compliance with your request,
we have made a careful inspection of the Te Aute estate,
and are of opinion that fifteen hundred pounds a year
would be a fair rent for a term of seven years ; and if let
for a second term of seven years, that the rent should be
two thousand ponds a year.—We are, &c.,

" The Brow, 15th May, 1877.
"We, the undersigned, have been requested by Mr.
Stokes, to state our opinion as to what would be a fair
rental for the Te Aute school estate for a first period of
seven years, and also for a further period of seven years,
" We find, ou examination, that the block of 1,700 acred
on the north side of the lake is of second class quality, and
does not appear to take English grass readily.
" The block on the south side of the lake is very vari-
able in quality, containing, in our opinion, some of the
best hill land in the province, and at the same time some
of the most worthless. About one-third of this block is
inferior land, the remainder in good. A large expenditure
for fencing is immediately necessary, as beyond the small
paddocks near the homestead, the remainder is included in
one ring fence only. Many of the existing fences have
been up for many years, and will require a considerable
outlay for repairs during the term of the lease.
" The whole block is at present capable of carrying
about seven thousand sheep, and we understand that there
are now about six thousand sheep belonging to the estate.
" We consider that a rental of (£1000) one thousand
per annum would be a fair rental for the first term : and a
rental of (£1,800) eighteen hundred per annum for the
second term of seven years. The lessee to bind himself,
during the first term, to put up about ten miles of fencing.
and to expend about (£500) five hundred pounds in sow-

" A. M'HARDY."
These are the only two documents which the trustees
have had before there, and I may observe that, though
here is an apparent discrepancy between £1000 a year
(the rate which Messrs. Birch, M'Hardy, and Williams put
upon the land) and £1500 (the value put upon it by Col.Her-
rick and Mr. Johnston), the discrepancy is more apparent
than real, inasmuch as the former gentlemen urge that in
any lease to be granted there should be a provision that ten
miles of fencing should be erected, and that £500 shall be
expended in sowing grass. I made a calculation, and I
think that the sum required for these objects would be
equal to £300 per annum over a period of seven years,
and would bring up the amount of the rent to about
£1300 a year. Then you will observe Mr. Stokes recom-
mends that the tenant should pay all rates and taxes, and
insure all buildings. So I think on the whole the rent
would amount to about the same ; there would not be
very much difference. In confirmation of what Mr. Stokes
has said, I may read the following extract from a private
letter which I have received :—
Extract from a letter from Mr. Ashton St. Hill to the
Bishop of Wellington.
•• I do not know much of the Te Aute block, but this I
must say, there is a good deal of inferior land in it. Should
there come a course of dry seasons it could not possibly
carry more than a sheep to the acre. I think it was un-
fortunate that Colonel Herrick and others were asked to
value the place at a time of year when things were look-
ing well. I think any one giving £1,500 a year would be
speculating, and most likely become a defaulter. £1,200
might be paid for it, but even at this sum it would take
some management to bring in anything."
The trustees have not yet met to decide anything. The
Hon. Mr. Stokes brought this letter before us, but Mr.
Hunter, who was then about leaving Wellington for
Napier, promised to make further inquiries when he was
in Hawke's Bay. Since that time we have not met. The
lease does not expire till January, so that there was no
necessity for our acting decisively till then. But to show
how Mr. Stoke's opinion is coincided in by other persons,
I quote from the proceedings of the General Synod, held
in Nelson last February, the following extract from the
Report on Trusts laid before the Synod. It says in refer-
ence to Te Aute :—
EXTRACT from the Report of the Committee on Trusts,
General Synod, February, 1877.
Te Aute School Trust.—The Report shows a satisfac-
tary state both of the property and of the school. The
present annual income from the estate is five hundred
pounds, and is expected to increase in 1878 to one thou-
sand pounds. The Native Boys' Boarding School at Te
Aute is full : there are thirty-two scholars, a few of whom
are half caste. It is intended shortly to enlarge the
school-house, severa applications to receive more scholars
having been refused lately for want of room."
I think it is a curious fact that the trustees, upon some-
what vague evidence, thought the nett income probably
derivable from the estate from the beginning of 1878
would be so nearly the sum that valuators have fixed as
the annual value.
103. Hon. Colonel Brett.] It has been said that it would
be a great advantage that the estate should be let in
blocks. What would the trustees think of such a proposi-
tion ?—I should myself oppose it, advised as I ara at pre-
sent : and I think the trustees would be disinclined to Jo
that.
104. What do you think the land is worth per acre ?—
IT. is impossible to estimate the value per acre of land of
such different qualities. When I rode over some parts of
it some time ago, ray wonder, after leaving the grass on
the West Coast, was how sheep could live upon it at all.
I am quite unable to give an answer to that question, be-
cause the land is of such different qualities in various
parts.

dence that the value of the property is about £2,300 a

year, and that if it were put up to auction it would pro-
bably bring that or more. I wish to know whether the
trustees would object to put it up to auction ?—I think
they would ; but if we could make an agreement to let it
for £2800 a year, speaking for myself, I think we should
be only too glad to do it at once.
106. Ara I to understand that the trustees positively
object to put it up to auction either in one block or in
several blocks ?—I, for one, should object. I am not
aware that any private estate, such as Te Aute, has been
let by auction in Hawke's Bay.
107. Hon. Colonel Brett.] Would you object to tenders
being called for the lease ?—I should object myself : I do
not know how the other trustees feel in that matter.
108. May I ask your reasons ?—Simply because in pro-
perty of that kind it is far more essential that a good
tenant should be secured, than that any mere temporary
increase in the rent should be obtained If you put it up
to auction or offer the lease by tender, it is possible you
may have tenants whom you might have to sue in "the
Supreme Court to recover the rent ; that has been the case
with properties with which I have been connected as
trustee.
109. Hon. Captain Fraser.] Are there not plenty of
people about that neighbourhood, or in the country of
New Zealand, who can be relied upon in that respect ?—If
you put it up to auction, then I understand it is knocked
down to the highest bidder, irrespective of his means or
ability to pay.
110. Hon. Mr. Edwards.] Terms might be made that
the rent should be paid in advance ?—Yes : that is so.
111. The Chairman.] I believe the sheep belong to the
Trust ; do they not ?—Yes.
112. And if the tenant made away with them the
trustees would have no remedy ?—No."
113. Hon. Colonel Brett.] If this lease is arranged with-
out being put up to auction, will it not give general dis-
satisfaction to the people of Hawke's Bay ?—That is to
me, as a trustee, a matter of utter indifference : I and the
other trustees act conscientiously in endeavouring to do
the best we can for the Trust, and we are utterly indif-
ferent to outside opinion.
114. The Chairman.] One part of the petition states
that the children of the hapu—I do not know which hapu
it is—that gave the land, are not instructed at school ?—
